I produce soaps and detergents but not cosmetic soaps: is it 20.41.10 or the manufacture of cosmetics?
It is 20.41.10. Non-cosmetic soaps, detergents, washing powders, surface-active agents and dishwasher preparations all belong here. Cosmetic soaps and toilet preparations are excluded and go under 20.42.00. The key distinction is precisely cosmetic soap versus ordinary soap and detergent.
I make artisan soap bars: do I fall under 20.41.10 or under cosmetics?
It depends on the intended use. Soap bars for general cleaning fall under 20.41.10, while cosmetic and beauty soaps are explicitly excluded and classified under cosmetics, 20.42.00. Glycerine and other cleaning and polishing products use code 20.41.20 instead.
I produce floor detergents but also furniture polishes and waxes: does it all fall under 20.41.10?
No for waxes and polishes. Detergents, non-cosmetic soaps, washing powders and surfactants remain under 20.41.10, while prepared waxes, polishes and creams for leather and wood fall under the companion code 20.41.20. The distinction is between cleaning and polishing.
I produce cloths and wadding already impregnated with soap or detergent: is it still 20.41.10?
Yes. The manufacture of paper, wadding and felt coated or impregnated with soap or detergent is listed specifically under 20.41.10. You stay here as long as the primary product is the detergent on the substrate. For biocidal disinfectants, however, the boundary is with 20.20.00: what matters is whether the cloth cleans or disinfects as a biocide.
