Does a regional agriculture department belong under 84.13.10 or under the agricultural codes in division 01?
84.13.10. The public body that regulates and funds agriculture, forestry, hunting and fishing belongs here. Those who cultivate, farm or fell timber fall under division 01 or 02 — for example 02.40.00 for forestry support services. Code 84.13.10 administers sector policy; it does not work the fields.
What is the difference between 84.12 and 84.13: how do I choose between the two regulatory classes?
Division 84.12 regulates services directed at citizen welfare — health, education, culture, the environment and housing. Division 84.13 regulates productive economic activities: agriculture, energy, industry, transport, trade and tourism. So an office that plans agricultural policy uses 84.13.10, while one that plans the school system uses 84.12.20.
Does a public office that issues hunting and fishing licences use 84.13.10?
Yes, when the activity involves the public regulation of hunting and fishing as a sector. Code 84.13.10 covers the administration of policies for agriculture, forestry, hunting and fishing. If instead we are talking about hunting or fishing carried out as a private activity, the classification falls within the productive divisions, not in 84.
