Yes. Code 84.13.30 covers the public regulation of extractive industries, mineral resources, manufacturing and construction. Those who actually extract or produce fall under the industrial divisions. The office that grants licences, supervises and plans belongs here.
What is the difference between 84.13.30 and the regulation of transport 84.13.40?
The difference is in the sector. Code 84.13.30 regulates extraction, manufacturing and construction; code 84.13.40 (84.13.40) regulates transport and communications. If you set industrial policy, stay in 84.13.30; if you deal with mobility and communications networks, use 84.13.40.
A body that regulates both energy and industry: 84.13.30 or 84.13.20?
The predominant activity determines the code. If the office focuses on mines, factories and construction sites, use 84.13.30. If the core function is energy policy and fuels, use 84.13.20. These are separate codes precisely because ISTAT distinguishes the two sectors.
